北京市昌平区延寿镇（以下简称延寿镇）的生态转型并非简单的环境治理技术过程，而是深刻把握生态文明建设的重大关系下，一场“以人民为中心”的价值重塑与社会实践。文章以延寿镇的生态建设实践为研究对象，通过系统梳理其生态恢复的具体数据与举措，论述“绿水青山就是金山银山”的“两山”理念如何在延寿镇落地生根，并最终转化为提升人民获得感、幸福感、安全感的现实路径，以此深入剖析其背后“以人民为中心”的价值立场。本研究旨在为新时代城乡接合部及生态涵养区的可持续发展提供理论参考与实践镜鉴。

(The ecological transformation of Yanshou Town, Changping District, Beijing (hereinafter referred to as Yanshou Town) is not merely a technical process of environmental governance, but rather, against the backdrop of a profound understanding of the major relationships in ecological civilization development, a people-centered value reconstruction and social practice. Taking the ecological construction practices of Yanshou Town as the research object, this paper systematically reviews the specific data and measures of its ecological restoration, discusses how the "Two Mountains" concept—that "lucid waters and lush mountains are invaluable assets"—has taken root in Yanshou Town, and ultimately examines how it has been translated into practical pathways that enhance the people's sense of gain, well-being, and security. On this basis, the paper offers an in-depth analysis of the underlying people-centered value stance. This study aims to provide theoretical references and practical insights for the sustainable development of urban-rural fringe areas and ecological conservation zones in the new era.
