国家通用语言文字推广是铸牢中华民族共同体意识的重要工作。本文以河南南阳石佛寺镇维吾尔族流动聚居社区为研究对象，采用问卷、访谈、实地观察等方法调研当地语言生态与语言政策实施现状。研究发现，石镇存在维汉双语沟通失衡、普通话培训应试化且实用性不足、语言规划长效机制缺失等结构性困境，并结合言语社区理论、稀缺理论剖析问题成因。依托语言规划三重理念，本文从宏观政府社区治理、中观家庭代际语言培育、微观个体自主学习三个维度，搭建立体化优化路径，丰富内地少数民族流动人口语言规划研究案例，提出贴合玉石产业特色的语言服务方案。

Promoting the national common language and script constitutes a crucial task for forging a strong sense of community among the Chinese people. Taking the mobile Uyghur settlement in Shifosi Town, Nanyang City, Henan Province as the research object, this paper investigates the local language ecology and the implementation of language policies through questionnaires, interviews and field observation. The study identifies structural dilemmas including unbalanced Uyghur-Han bilingual communication, exam-oriented and impractical Mandarin training, and the absence of a long-term mechanism for language planning. It further analyzes the root causes of these problems based on the speech community theory and scarcity theory. Guided by the three core concepts of language planning. This research enriches relevant cases on language planning for floating ethnic minorities in inland China and puts forward industry-specific language service schemes tailored to the jade industry.
