2023 年 9 月 1 日《中华人民共和国无障碍环境建设法》正式实施，标志着我国无障碍建设进入法治化、规范化新阶段，明确将高校图书馆无障碍服务划定为法定责任；2026 年 4 月中国残联、教育部等六部门联合印发《关于推进无障碍阅读工作的指导意见》，从国家顶层政策层面细化无障碍阅读资源供给、专业服务、科技赋能、人才培养全链条实施要求，二者共同构成高校图书馆开展视障服务的法律与政策双重支撑体系。为保障残障人士公平地享有受教育的权益，近年来我国融合教育规模不断扩大，越来越多的视障学生进入普通高校就读。图书馆作为校园文献中心与育人阵地，其视障服务水平影响着视障群体平等获取教育资源、参与校园文化生活的基本权利。本文以北京联合大学图书馆特教学院分部为实证案例，综合运用法律对标法、案例分析法、文献调研法，对照《无障碍环境建设法》法定条款与六部门无障碍阅读指导意见顶层要求，梳理案例馆现有实践成效，剖析其在设施、资源、服务、育人、保障五个方面存在的短板，结合该馆2026年度获批无障碍环境建设专项经费，提出可落地、可借鉴、符合法律法规与国家政策导向的优化路径，为其他融合教育院校图书馆落实无障碍法治要求、推进无障碍阅读标准化建设、实现教育公平提供理论参考与实操范本。

The Barrier-Free Environment Construction Law of the People’s Republic of China took effect on September 1, 2023, ushering in a new legalized and standardized phase for China’s barrier-free development, and explicitly stipulating barrier-free services in university libraries as a statutory obligation. In April 2026, six government authorities including the China Disabled Persons’ Federation and the Ministry of Education jointly issued the Guiding Opinions on Promoting Barrier-Free Reading. This document elaborates full-chain implementation requirements covering barrier-free reading resource provision, professional services, technological empowerment and personnel training from the perspective of top-level national policies. Together, the Law and the Guiding Opinions form a dual legal and policy support framework for university libraries to deliver services for visually impaired users.To guarantee persons with disabilities’ equal right to education, inclusive education has expanded steadily across China in recent years, with an increasing number of visually impaired students enrolling in general universities. As the campus document hub and educational platform, the quality of visual impairment services offered by libraries directly determines the fundamental rights of visually impaired groups to equally access educational resources and participate in campus cultural activities.
