抗日战争全面爆发后，为巩固和发展抗日民族统一战线，中国共产党在国民党第一战区司令长官部驻地设立了“八路军驻洛阳办事处”（简称“洛八办”）。作为中共在河南开展统战工作的核心枢纽，该机构对第一战区军政人员的统战活动，堪称国共合作时期地方统战实践的典范样本。“洛八办”的统战渠道呈现双重特征：一方面依托公文函电、正式磋商等制度化途径开展工作；另一方面借助私人交往、舆论引导等非正式方式进行联络。然而，这一统战进程并非一帆风顺，“洛八办”的工作也经历了多次起伏与调整。尽管如此，其在特定历史条件下的实践探索，仍为中共地方统战工作积累了弥足珍贵的经验，也为理解战时统战策略的在地化调适提供了重要的区域研究视角。

Following the full-scale outbreak of the War of Resistance against Japanese Aggression, the Communist Party of China established the Eighth Route Army Office in Luoyang (commonly abbreviated as "Luo Ba Ban," a liaison office) at the station of the Kuomintang's First War Zone Command, with the aim of consolidating and expanding the Chinese Anti-Japanese National United Front. As the core hub for the CPC to conduct united front work in Henan, its united front engagement with military and political personnel in the First War Zone stands as a paradigmatic example of local united front practice during the period of KMT-CPC cooperation.The united front channels of the Luo Ba Ban feature dual attributes: on the one hand, it operated through institutionalized approaches such as official documents, correspondences and formal consultations; on the other hand, it maintained liaison via informal means including private interactions and public opinion guidance. Nonetheless, this united front endeavor was by no means plain sailing, and the work of the Luo Ba Ban went through multiple rounds of fluctuations and adjustments. Even so, its practical exploration under specific historical conditions has accumulated invaluable experience for the CPC's local united front work, and provides a vital regional research perspective for understanding the localized adaptation of wartime united front strategies.
