产业间的良性互动与融合能够促进经济结构转型升级，激发创新发展动力和活力。当前，辽宁省文体旅产业融合发展的制度框架在逐步完善，创新技术赋能意识和效应不断增强，但文体旅融合中统筹规划和协同发展仍存在短板，政策、法规建设滞后，产业关联度不高、品牌项目匮乏，融合发展载体创新及特色不足，部分区域配套设施掣肘，高素质人才支撑和技术研发力度不足等，因而，笃定顶层设计目标和新质生产力赋能路径，积极健全和推动制度建设与机制创新，加大扶持力度，以新质生产力赋能文体旅融合发展，催生培育新业态，加强品牌创建，促进人力资源提质增量，将为文体旅融合高质量发展提供重要保障。
