在数智化技术快速迭代的背景下，智慧图书馆作为图书馆转型发展的核心形态，其建设与阅读推广的深度融合已成为推动全民阅读、提升公共文化服务质量的关键路径。本文以数智时代为研究背景，明确智慧图书馆建设与阅读推广融合发展的核心内涵与特征，梳理国内外相关研究现状，剖析二者融合发展的现实基础与现存困境，重点构建融合发展的动力机制、运行机制、协同机制与保障机制，并结合实践案例验证机制的可行性，提出针对性优化策略，为我国智慧图书馆建设与阅读推广的融合发展提供理论支撑与实践参考。研究表明，数智技术的赋能、政策环境的引导、用户需求的升级是二者融合发展的核心动力，而技术应用表层化、协同机制碎片化、人才供给不足等问题则制约了融合效能的发挥；构建“动力-运行-协同-保障”四位一体的融合发展机制，能够有效破解现存困境，推动智慧图书馆建设与阅读推广从“形式融合”向“深度融合”转型。

In the context of the rapid iteration of digital intelligence technology, smart libraries, as the core form of the transformation and development of libraries, the in-depth integration of their construction and reading promotion has become a key path to promote national reading and improve the quality of public cultural services. Taking the digital intelligence era as the research background, this paper clarifies the core connotation and characteristics of the integrated development of smart library construction and reading promotion, sorts out the current research status at home and abroad, analyzes the realistic foundation and existing difficulties of their integrated development, focuses on constructing the dynamic mechanism, operation mechanism, coordination mechanism and guarantee mechanism of integrated development, verifies the feasibility of the mechanism combined with practical cases, and puts forward targeted optimization strategies, so as to provide theoretical support and practical reference for the integrated development of smart library construction and reading promotion in China. The research shows that the empowerment of digital intelligence technology, the guidance of the policy environment and the upgrading of user needs are the core driving forces for their integrated development, while problems such as the superficial application of technology, fragmented coordination mechanisms and insufficient talent supply restrict the exertion of integration efficiency; constructing a four-in-one integrated development mechanism of "motivation-operation-coordination-guarantee" can effectively solve the existing difficulties and promote the transformation of smart library construction and reading promotion from "formal integration" to "in-depth integration".
