基层治理响应机制是国家治理体系中的重要一部分。“接诉即办”作为重要创新模式有效提升了公共服务的治理效率。但随着社会问题复杂化,仅依赖事后响应模式逐渐显现出一些局限。在此背景下,“智治先办”依托数字技术实现风险预判与源头治理,有效推动基层治理由被动应对向主动预防转型。本文在“接诉即办”与“智治先办”核心内涵的基础上,引入协同治理、敏捷治理与数字治理等理论,构建基层治理响应机制的分析框架,系统剖析转型过程中面临的资源配置不均、权责划分模糊等现实困境。并且从资源整合、权责明晰、协同机制构建与技术赋能等方面提出优化路径,为基层治理响应机制的完善与制度创新提供理论参考。
Grassroots governance response mechanisms constitute a vital component of the national governance system. The“immediate response to complaints”model, as a significant innovation, has effectively enhanced the governance efficiency of public services. However, as social issues become increasingly complex, the limitations of relying solely on a reactive response model have gradually become apparent. Against this backdrop,“proactive governance through smart solutions”leverages digital technology to enable risk prediction and source-based governance, effectively driving the transformation of grassroots governance from passive response to active prevention. Building upon the core concepts of“immediate response to complaints”and“proactive smart governance”, this paper introduces theories such as collaborative governance, agile governance and digital governance to construct an analytical framework for grassroots governance response mechanisms. It systematically analyses practical challenges encountered during the transformation process, such as uneven resource allocation and ambiguous delineation of powers and responsibilities. Furthermore, it proposes optimisation pathways in terms of resource integration, clarification of powers and responsibilities, the establishment of collaborative mechanisms and technological empowerment, thereby providing a theoretical reference for the refinement and institutional innovation of grassroots governance response mechanisms.
