来华留学生涉外舆情的形成机制与影响因素具有显著复杂性，既受信息传播突发性、非线性特征的驱动，也受到情感非理性倾向与主体场域差异的深层作用。在国际竞争格局下，舆论战已成为国家间战略博弈的核心领域，部分西方国家将舆论作为干预工具，通过不实宣传蓄意抹黑中国国际形象。来华留学生群体作为中国对外文化交流的重要桥梁，其言行可能成为国际舆论焦点，对中国形象和外交政策产生影响。因此，舆情管控对于维护国家形象与安全、促进文化交流与互信、提升教育质量与权益保护具有重要意义。应对与管控对策包括构建前瞻性舆情监测与响应体系，提升留学生法律素养与跨文化适应力，以及培育国际青年的中国认知与全球视野，旨在有效管控舆情，塑造积极的中国形象，并促进中外文化交流和理解。

The formation mechanism and influencing factors of foreign-related public opinion concerning international students in China are remarkably complex. It is not only driven by the sudden and non-linear characteristics of information dissemination but also deeply shaped by irrational emotional tendencies and differences in subjective fields. Against the backdrop of international competition, public opinion warfare has become a core arena for strategic games among nations. Some Western countries have wielded public opinion as an intervention tool, deliberately smearing China’s international image through false propaganda. As an important bridge for cultural exchanges between China and the rest of the world, the words and deeds of international students in China are likely to become the focus of international public opinion, exerting an impact on China’s national image and foreign policies. Therefore, the management and control of such public opinion are of great significance for safeguarding national image and security, promoting cultural exchanges and mutual trust, and enhancing the quality of international education as well as the protection of students’ rights and interests. The response and management strategies include constructing a forward-looking public opinion monitoring and response system, improving international students’ legal literacy and cross-cultural adaptability, and fostering international youth’s objective understanding of China and global perspective. These measures aim to effectively manage and control public opinion, shape a positive Chinese national image, and promote cultural exchanges and mutual understanding between China and foreign countries.
