日本国立国会图书馆是为了便于议员开展调查研究而设立的，其第一要务是服务国会，为此专门设立了调查及立法考察局。业务内容主要由来自议员的委托调查和国立国会图书馆自发进行的国政课题调查而构成，此外也有综合调查和科学技术项目调查。总结国会馆对国会的服务，有三点值得借鉴。一是完备的法律制度的保障。二是数字图书馆事业的发展为国会服务奠定了良好的知识储备体系。三是事业的发展离不开优秀的人才。
