文章构建高等教育人力资本水平和科技创新测评指标体系，运用我国2011-2020年的数据，实证分析高等教育人力资本水平对科技创新的影响，得出结论：高等教育人力资本水平对科技创新有促进作用，其中高等教育人力资本产出水平对科技创新的促进作用显著；高等教育人力资本投入水平没有影响。根据结论提出提升高等教育人力资本水平促进科技创新的建议：增加高等教育经费支出；优化高等教育结构；完善高校创新型人才培养机制；加快优化高等教育人力资本产出水平结构，促进科技创新。

This paper constructs the index systems for measuring the level of higher education human capital and technological innovation, and empirically analyzes the impact of the level of higher education human capital on technological innovation by using the data from 2011 to 2020 in China. The conclusions are that the level of higher education human capital has a promotional effect on technological innovation, in which the level of output of higher education human capital has a significant effect on technological innovation; the level of higher education human capital input has no effect on technological innovation. Based on the conclusion, suggestions are proposed to enhance the level of human capital in higher education and promote technological innovation: increase the expenditure of higher education; optimize the structure of higher education; improve the mechanism of cultivating innovative talents in colleges and universities; and accelerate the optimization of the output level structure of human capital in higher education, so as to promote technological innovation.
