依托高校党建“双创”工作背景，结合党建标杆院系培育实践，系统阐述了“五个到位”的基本理论遵循，对新时代组织育人视域下党建标杆院系培育的有效实施路径进行探讨。提出必须坚持以习近平新时代中国特色社会主义思想为指导，践行新时代党的建设总要求和新时代党的组织路线，以破解问题为根本出发点，以推进发展为基本落脚点，织密建强组织体系，加强党委政治建设，规范支部效益管理，促进党员作用发挥，有效发挥组织育人功能，扎根中国大地为党育人、为国育才，确保党建标杆院系成为培养社会主义事业建设者和接班人的坚强阵地。

Relying on the working background of "mass entrepreneurship and innovation" of Party Construction in Colleges and universities, combined with the cultivation practice of benchmarking colleges and departments of Party construction, this paper systematically expounds the basic theoretical guidance of "five in place", and discusses the effective implementation path of benchmarking colleges and departments of Party construction from the perspective of organizational education in the new era.
