余杭区人口流入为浙江超百万常住人口地区之首，呈现急剧式增长态势，且人口流入仍在持续增加。人口大量流入给余杭区发展带来诸多发展机遇，同时也对政府公共服务供给带来巨大挑战。如何制定更科学更具有前瞻性的公共服务制度，如何提供更优质更高效的公共服务产品，如何评估公众对公共服务的有效性、满意度，对未来余杭区发展可谓至关重要。本文通过分析余杭区近几年人口流入现状，调研了住房、教育、医疗、交通、商场和文娱设施六大公共服务供给领域满意度及影响因素，旨在余杭区人口流入持续增长的背景下，借用“三圈理论”研究工具、大数据驱动公共服务供给模式等方式，深入探究余杭区公共服务供给侧面临的新挑战及提出创新性对策，为余杭区高质量发展提供参考。

Yuhang District has the largest population inflow in Zhejiang with more than one million permanent residents, showing a sharp growth trend, and the population inflow is still increasing. The massive inflow of population not only brings many development opportunities to the development of Yuhang District, but also brings great challenges to the government's public service supply.How to formulate a more scientific and forward-looking public service system, how to provide better and more efficient public service products, and how to evaluate the effectiveness and satisfaction of the public with public services are very important for the future development of Yuhang District.By analyzing the current situation of population inflow in Yuhang District in recent years, this paper investigates the satisfaction and influencing factors in the six public service supply fields of housing, education, medical treatment, transportation, shopping malls and entertainment facilities, in order to borrow the "three circle theory" research tool and big data driven public service supply mode under the background of continuous growth of population inflow in Yuhang District, Further explore the new challenges faced by the public service supply side of Yuhang District and put forward innovative countermeasures, so as to provide reference for the high-quality development of Yuhang District.
