To realize the balanced development of education, it is need to promote the equity of educational process. the equity of educational process mainly reflects on the education resource allocation, in this paper, it is based on the actual situation from 24 middle schools, which contains the average area ,pupil-teacher ratio, teacher resource and average class size, through data comparison it is concluded that both material resources and human resources allocation, there is a big gap between the key and non-key middle school, So in the process of education policy, education department should give full consideration to the unfairness of the existence of secondary education stage, through policy improvement to narrow the gap between each school and promote the process of education fairness and the results of the education fair.
