2012年国家批准江苏省南京高速齿轮制造有限公司等8家电力用户与国华太仓发电有限公司等8家发电企业开展直接交易试点，这标志着电价改革迈出实质性一步。开展电力用户与发电企业直接交易将促进发电侧和销售侧电力市场改革，打破电网企业在发点市场单一买者和电力市场单一卖者的格局，对于电力体制和电价机制改革具有深远的意义。2012年江苏省大用户直购电的试点的市场构架工作将给全国实施大用户直购电提供宝贵的经验。
