通过跨越中外2000多年的“地方干部”实践锻炼、几个典型的政权接管史实案例和当今事业型协同实战的“南下精神”拓展研究，以“地方干部实践中的锻炼成长”为例，探析信息时代中华汉文化民族大融合环境下，保持党的执政先进性、稳定社会组织和管理、科学执业发展经济、主动专业化服务群众等地方干部事业型环境教育的协同与实践方面，以“打造中原内陆开放高地精神”为代表的“南下干部马克思主义中国化职业实践历史经验与古希腊哲学家苏格拉底专业治理辩证方法和教育技巧”升华；基于沂蒙精神“顾全大局、艰苦奋斗、勇于牺牲、乐于奉献”历史贡献
