In the winter of 1945, the area from Zhanshang to Mafang in the Second Sub-district of the Taihang region experienced a severe "clothing crisis" due to prolonged devastation caused by the Japanese puppet forces. Nearly ten thousand people were left without adequate clothing, and their very survival faced grave challenges. In response, the Taihang Administrative Office, the Military Command, the General Chamber of Commerce, and various mass organizations urgently called for a donation campaign, symbolized by the slogan "an old garment, a pound of old cotton padding, a dollar." This quickly ignited a region-wide movement of donating winter clothing. The campaign was not merely an emergency social relief effort; it was also a profound exercise in political mobilization and the cultivation of a sense of shared community. By examining the campaign's origins, mobilization mechanisms, and public response, this article reveals the historical experience of the Chinese Communist Party in building a "liberated area as one family" community of shared destiny through mutual aid movements in revolutionary base areas. It further explores the campaign's contemporary relevance for social governance, emergency mobilization, and the cultivation of core socialist values in the new era.
