摘要/Abstract

在全球知识经济竞争加剧背景下,科学评估国家人才竞争力与创新能力对政策制定和资源配置至关重要。本研究通过对全球主要经济体多年度、多维度创新与人才指标数据集成、清洗与分析,揭示核心指标动态关联,评估中国在全球的位置与趋势,为我国战略优化提供数据参考。采用数据管理理论与方法,处理涵盖约60个经济体2019-2024年数据的结构化面板数据集。经数据清洗、字段对齐与标准化集成,构建分析数据集。运用多种分析方法,探究总排名与分项指标关联,并剖析我国案例。研究发现:(1)全球创新与人才格局呈“俱乐部”特征,瑞士、美国、新加坡等为第一梯队,具“创新-人才-制度”协同优势。(2)风险投资活跃度与营商环境效率和总排名正相关,是创新关键因素。(3)ICT服务出口与全球企业研发投入是区分创新梯队的技术核心指标。(4)中国总排名第17位、GII排名第11位,“全球R&D投入”居前列,有“强投入”特征,但“全球人才竞争力指数”第40位等国际化人才指标有短板,呈“强投入-弱引力”非均衡生态。本研究验证了数据管理流程在国际比较研究中的价值,为我国补齐人才国际化短板、优化创新生态提供实证依据与政策启示。


In the context of intensifying global competition in the knowledge economy,scientifically evaluating a nation's talent competitiveness and innovation capabilities is crucial for policy-making and resource allocation.This study integrates,cleanses,and analyzes multi-year,multi-dimensional innovation and talent indicator data from major global economies to reveal dynamic correlations among core indicators, assess China's position and trends globally,and provide data references for optimizing China's strategies.Using data management theories and methods,we process structured panel data covering approximately 60 economies from 2019 to 2024.After data cleaning,field alignment,and standardized integration,we construct the analytical data-set.Multiple analytical methods are employed to explore the relationship between overall rankings and sub-indicators,with a focus on China's case.The study finds:(1)The global innovation and talent landscape exhibits a "club" characteristic,with Switzerland, the United States,and Singapore forming the first tier, demonstrating synergistic advantages in "innovation-talent-institution."(2)Venture capital activity is positively correlated with business environment efficiency and overall ranking, serving as a key factor in innovation.(3)ICT service exports and global corporate R&D investment are core technical indicators distinguishing innovation tiers.(4)China ranks 17th overall and 11th in the GII,with "global R&D investment" ranking high and exhibiting "strong investment" characteristics.However,international talent indicators such as the "global talent competitiveness index"(40th place) show weaknesses, reflecting a "strong investment-weak attraction" non-equilibrium ecosystem.This study demonstrates the value of data management process in international comparative research, providing empirical evidence and policy insights for China to address the gap in talent internationalization and optimize its innovation ecosystem.
