全过程人民民主是社会主义民主政治的本质属性，发展全过程人民民主是我国社会主义民主的新概括、新论断、新要求，法是保障全过程人民民主实现的关键性制度安排。文章从法的资源价值和效率角度分析发展全过程人民民主的重要作用，同时也是全过程人民民主实现的有效保障。

Whole-process people's democracy is the essential attribute of socialist democratic politics, the developing of whole-process people's democracy，it is a new generalization, new thesis, and new requirement of China's socialist democracy. Law is the key institutional arrangement to ensure the realization of whole-process people's democracy. This paper analyzes the important role of the development of whole-process people's democracy from the perspective of resource value and efficiency of law, and it is also an effective guarantee for the realization of whole-process people's democracy.
