本文聚焦新时代专升本学生群体，根据国内外对学历衔接的调查研究，针对国内专升本学生的党团档案移交过程中存在的流程不规范、信息断层、责任主体模糊等问题，提出标准化档案管理体系的构建路径；同时结合本科阶段两年学制的特殊性，探索团员、积极分子、党员发展的分层培养模式。通过案例分析、政策梳理与实证调研，提出党团衔接贯通培养的优化策略，为高校思想政治教育与组织建设提供参考。

This article focuses on the group of students who pursue a bachelor's degree after completing an associate degree in the new era. Based on the investigation and research on academic connection at home and abroad, it addresses the problems existing in the transfer process of the Party and League archives of domestic students who pursue a bachelor's degree, such as non-standard procedures, information gaps, and ambiguous responsibility subjects, and proposes the construction path of a standardized archive management system. At the same time, considering the two-year duration of the undergraduate stage, it explores the hierarchical cultivation model for League members, active applicants for Party membership, and Party members. Through case analysis, policy review, and empirical research, it puts forward the optimization strategies for the integrated cultivation of Party and League connections, providing references for ideological and political education and organizational construction in colleges and universities.
