在国家倡导的全面发展战略中,各种要素能否实现粘性融合,并在机制探索上走出一条新路,是能否实现中国式现代化的关键路径之一。近些年来,贵州省立足以自身发展实际,通过“教育奠基、科技赋能、人才驱动”的协同发展模式,在乡村振兴战略中探索出具有区域特色的发展路径,具体体现在:2018年-2023年间贵州省实施的黔归人才计划、大数据+乡村振兴战略以及新媒体星火工程等。通过文献分析、案例研究、以及社会调查等方法,系统梳理大学生群体在返乡创业、人工智能技术应用与新媒体传播矩阵在乡村振兴中的融合机制,研究发现:教育、科技和人才在“政策牵引-平台支撑-要素融合-价值共创”的四维框架下形成协同效应,构建了“教育培养-技术创新-人才反哺”的良性循环体系。研究结果为数字经济时代欠发达地区实现跨越式发展提供了一定的理论参考和实践范式,成果之取得主要与机制的形成紧密相关,并且呈典型的正相关。
In the comprehensive development strategy advocated by the state, whether various elements can achieve cohesive integration and blaze a new trail in mechanism exploration is one of the key paths to realizing the Chinese path to modernization. In recent years, Guizhou Province, based on its own development reality, has explored a development path with regional characteristics in the rural revitalization strategy through a coordinated development model of "education as the foundation, technology as the enabler, and talent as the driving force". This is specifically reflected in the implementation of the Guizhou Talent Plan, the Big Data + Rural Revitalization Strategy, and the New Media Spark Project in Guizhou Province from 2018 to 2023. Through methods such as literature analysis, case studies, and social surveys, the integration mechanism of college students' entrepreneurship, artificial intelligence technology application, and new media communication matrix in rural revitalization was systematically analyzed. The study found that education, technology, and talent form a synergistic effect under the four-dimensional framework of "policy traction - platform support - element integration - value co-creation", constructing a virtuous cycle system of "education training - technological innovation - talent feedback". The research results provide a theoretical reference and practical paradigm for the leapfrog development of underdeveloped regions in the digital economy era, and the achievements are closely related to the formation of mechanisms and show a typical positive correlation.
