公安机关刑事法律文书是刑事诉讼程序的重要组成部分，其制作质量关系到案件办理的合法性、公正性和社会公众对司法公信力的信任。然而，实践中文书制作存在内容不准确、语言表达不规范、格式不统一、技术应用滞后及人员法律素养不足等问题，影响办案效率和司法权威。本文基于刑事法律文书理论和实际操作现状，分析问题成因，提出规范化对策，包括完善法律法规与标准体系、强化人员培训与监督、推进信息化建设、优化制作流程及借鉴国际经验，为提升文书质量与法治建设提供理论和实践参考。

The criminal legal documents of public security organs are an important part of the criminal procedure, and the quality of their preparation is related to the legitimacy and fairness of case handling and the trust of the public in judicial credibility. However, there are problems in the production of Chinese books in practice, such as inaccurate content, non-standard language expression, inconsistent format, lagging technology application, and insufficient legal literacy of personnel, which affect the efficiency of case handling and judicial authority. Based on the theory and practical operation of criminal legal documents, this paper analyzes the causes of the problems and puts forward standardized countermeasures, including improving the system of laws, regulations and standards, strengthening personnel training and supervision, promoting informatization construction, optimizing the production process, and learning from international experience, so as to provide theoretical and practical references for improving the quality of documents and the construction of the rule of law.
