老子哲学是以“道”为最高范畴的哲学，而道家的思想核心是“以无为本”，顺其自然，无为而治。在《老子》一书中，全文在论述“无为”思想，“无”出现的次数为95次，“无为”出现次数为13次，不同之处所赋予的意义也各不相同。本文将以通行本《老子》为讨论对象，从圣人、侯王、百姓及“道”本身四个角度对一书中出现的“无为”展开意义分析，体会其以民为本，心怀百姓；少私寡欲，知足常乐；道法自然，和谐相处的历史意义，并以习近平总书记引用《老子》经典为例，从国家、社会和个人三个角度对其当代价值进行分析。本文研究不仅能加深对老子“无为而治”思想的理解，同时可以获得对文化传承与文化自信更深邃的启示。

Laozi's philosophy is the philosophy of "Tao" as the highest category, while the core of Taoism is "Taking nothing as the foundation" , letting nature take its course and ruling without doing anything. In the book Lao Zi, the whole text discusses the thought of "Non-action theory", the occurrence of "Non-action theory" is 95 times, and the occurrence of "Non-action theory" is 13 times, and the meanings given by different places are different. This paper will take the passage of Lao Zi as the object of discussion, from the sage, Hou king, the people and the "Tao" itself four perspectives to carry on the meaning analysis of the "Non-action theory" appeared in the book, understand that it is people-oriented, with the people in mind; Less private desire, contentment;the historical significance of natural Tao law and harmonious coexistence, and take the General Secretary's quoting the classic Lao Zi as an example, analyzes its contemporary value from three perspectives of the state, society and individuals. The research in this paper can not only deepen the understanding of Lao Laozi's thought of "govern by non interference", but also gain more profound enlightenment on cultural inheritance and cultural self-confidence.
