摘要/Abstract

物业管理是社区治理的重要内容,是关系群众日常生活的“关键小事”。通过降低业主表决门槛、改进物业管理工作机制,加强对业主的指导协助等方式,目前居民参与物业共治的制度保障已初步建立;但是居民参与物业共治仍不充分,原因主要是物业管理相关配套法规有待完善,物业管理长效机制需要拓展范围、居民参与物业管理质效有待提升;需要通过完善物业管理配套制度、细化物业管理操作指引、加强社区党建引领居民共治激发居民参与物业共治的内生动力。


Property management is an important part of community governance, and it is a "key trivial matter" related to People's Daily life. By lowering the voting threshold of owners, improving the working mechanism of property management, and strengthening the guidance and assistance to owners, the system guarantee of residents' participation in property co-governance has been initially established. However, residents' participation in property co-governance is still insufficient, mainly because the supporting laws and regulations related to property management need to be improved, the long-term mechanism of property management needs to be expanded, and the quality and effectiveness of residents' participation in property management needs to be improved. It is necessary to improve the supporting system of property management, refine the operational guidelines of property management, and strengthen the community party building to lead residents to co-governance and stimulate the endogenous power of residents to participate in property co-governance.
