规划管制是政府基于土地的公共属性而采用公权力来干预土地资源利用的重要手段。文章从土地基本属性所决定的公权与私权制衡关系的角度出发，在梳理公权力对土地权利的保护与约束的基础上，明确土地利用过程中进行公权干预的必要性，基于公权与私权的制衡指出公权力对土地利用进行管制的逻辑出发点，并从遵循公共利益目标、建立明确的规则和制定严格而有效的制约措施等方面提出规划管制应当遵循的规则。

Planning governance is an important means of public power intervention with land use based on its public attributes. Based on the balance between public power and privates rights of land by its attributes, the paper firstly clarifies the necessity of public power intervention with land use based on the protection and restriction of public power on land rights, then indicates the logic starting point of public right governance on land use based on the balance between public power and private rights, and finally proposes the regulations of planning governance based on the rules of protecting public benefits, making clear regulations, and formulating effective measures.
