社区治理的核心在于民生服务，为了响应习近平总书记重要指示精神和坚持走好国家共同富裕战略，擦亮“幸福西湖”民生服务金字招牌，实现民生高质量发展，杭州市西湖区自2020年开始积极探索文化、养老、设施建设等民生服务需求，创新打造“幸福荟”民生综合体，推动民生服务实现区域统筹、综合集成、温馨开放、智慧共享，为共同富裕示范区建设提供“民生之治”的西湖样本。今年2月，民生综合体打造社区服务体系建设新样本荣登“2021年度全国基层治理创新典型案例”名单。  

    文章的研究通过西湖区民生综合体的治理案例，结合协同治理理论、共生理论等相关理论知识，分析民生综合体中参与民生治理的多方主体及其权力职责。基于当前西湖区民生综合体的治理现状，得出了其在空间场地、服务力量、财力资源上的集成经验和“回应型”治理体系。研究过程中发现该民生综合体在发展中仍然面临一些困境，文章基于这些困境及西湖区民生综合体的特征提出了对策建议。

The core of community governance lies in serving people's livelihood. Responding to the spirit of important instructions and adhering to the national common prosperity strategy, polishing the golden signboard of "Happy West Lake" people's livelihood service to achieve high people's livelihood. Since 2020, Xihu District of Hangzhou has actively explored the construction of cultural old-age facilities and other people's livelihood service needs, innovated and created "Happiness Club" people's livelihood, comprehensively promoted people's livelihood services, and realized regional integration. Warm, open and wisdom sharing provides a West Lake sample of "the rule of people's livelihood" for the construction of a common prosperity demonstration zone. In February this year, a new sample of people's livelihood comprehensive community service system construction was listed in the list of "2021 National Typical Cases of Grassroots Governance Innovation".

This paper studies the multi-subjects and their powers and responsibilities involved in people's livelihood governance in people's livelihood comprehensive through the governance case of people's livelihood comprehensive in Xihu District, combined with collaborative governance theory, symbiosis theory and other related theoretical knowledge. Based on the current situation of people's livelihood comprehensive governance in Xihu District, this paper obtains the integration and "response-oriented" governance system in terms of space, site, service force and financial resources. The study found that the people's livelihood synthesis still faces some articles based on these and the characteristics of the people's livelihood synthesis in Xihu District put forward countermeasures and suggestions.
