从长远来看，非物质文化遗产的传承和发展，不能仅依靠政府扶持来实现，从某种程度上来看，纯粹依靠大量人力、财力的投入来实现其发展都显得比较吃力，究其根本，需要靠其自身发展的内驱力来实现。这种内驱力，必须和社会发展、时代特点相吻合，以满足人们物质文明或精神文明的需求才能具备，这是实现其长期健康发展、延续甚至发扬光大的根本条件。具备自我造血功能，才是真正的内驱力。据此，对“非遗”进行保护和传承发展，必须重视和培养这种内驱力，这是根本的着力点和基本的发展方向。
