This article reviews and reflects on the trend of public opinion during the COVID-19 and the handling and response of public opinion. Public opinion during the epidemic period is divided into two stages: the early stage and the later stage. The public opinion is mainly negative public opinion involving public power. The public has a high enthusiasm for participation, and public opinion has repeatedly triggered social discussions and reflections. The article believes that responding to public opinion in a timely manner will help stabilize public sentiment and grasp the initiative of the international public opinion field. With the change of the media age, strategies for responding to public opinion need to keep pace with the times. The initial stage of public opinion guidance is that the public opinion department does a timely public opinion analysis, the information release unit announces information in a timely manner, and the mainstream media actively strengthens the agenda setting and actively guides public opinion. Strengthening political thinking and promoting empathy at the public level are the advanced stages of public opinion handling.
