摘要/Abstract

关心残疾人，是社会文明进步的重要标志。作为社会公共教育文化服务体系的一部分，图书馆承担着社会教育和丰富群众文化生活的职能，其开展残疾人服务是践行现代文明社会的残疾人观及有关政策法规的内在要求，也是图书馆学日益发展的内在要求，不仅彰显了图书馆精神，而且保障了残疾人权利，完善了残疾人服务体系，促进了和谐社会建设。

As part of the social service system of public education and culture, the library bears the functions of social education and enriching the cultural life of the masses. Offering services to the disabled is the inherent responsibilities for the library to practice the modern concept towards disabled persons and the relevant policies and regulations, and can highlight the spirit of the library, protect the rights of persons with disabilities, improve the service system for persons with disabilities, promote the building of a harmonious society.
