随着网络的快速发展，公众对于意见表达的形式有了更多角度的展现，特对是活跃与网络当中的网络公众，他们对于公共事务的表达欲望更加强烈，这种高发的政治参与度同时对政府管理公共事务提出了新的挑战，如何积极的引导公众、发挥公众在政府公共事务管理上的积极作用，已经成为了社会不可忽视的问题。本文从公众（主要是网络公众）参与政府公共事务管理角度切入，旨在厘清当今公众参与政治事务的方式、过程、积极意义、存在的问题等，并提出相关方面的粗浅建议。
