摘要/Abstract

从“百日维新”期间康有为上书光绪帝的《请定中国报律折》，到《大清报律》的颁布实施，清末已经建立起了一个较为完备的近代新闻法制体系。尽管清政府制定新闻法的根本目的并不是为了维护新闻自由，但这一举措客观上却是实实在在促进了中国新闻立法的发展，为我国新闻法制的建设奠定了重要的基础。本文通过梳理近代新闻法制的建设历程，旨在全面客观评价清朝新闻法的建设意义。
