代课教师问题并没有随着社会和教育的发展自然解决，反而出现了愈演愈烈的情形。城市代课教师大规模的出现伴随着城镇化进程的加快，教师编制数量难以满足需求，目前的“二孩政策”更是加剧了代课教师的临时性短缺；代课教师的权益问题是管理上的症结所在；目前的当务之急是完善代课教师管理制度，从法制上保障代课教师的权益；解决代课教师问题从源头上来说需要进一步促进教师编制改革，完善师范教育体系。
