中、俄作为两个相邻的全球主要大国，同时也是“一带一路”沿线的重要节点国家。两国间开展跨境高等教育既是交往关系发展的必然结果，也是加快推进“一带一路”战略的必要条件。当前，高标准、高水平的提升中俄跨境高等教育的层次，需要在战略层面上高度重视中俄跨境高等教育，研究设立中俄教育合作交流示范区，突出教育资源集约化发展，积极打造中俄合作办学品牌，稳步引导中国高水平大学赴俄开展境外办学，从而建构良好的中俄跨境高等教育体系，助推“一带一路”战略顺利实施。
