Human capital is the basic power and the key factors of economic development. The country's economic development mainly depends on the accumulation of human capital. As the basic way of human capital investment, education is considered to be the most direct the most effective means. For education directly promotes the development and the increase of human knowledge and skills. From the evolution of the modern human capital theory, this article summarizes the connotation of human capital and expounds the promoting effect of human capital on economic growth. The article demonstrates that the education is the core elements to improve human capital because education can make possible labor turn into the reality of the basic way of labor.
