二级学院是一个典型的利益相关者组织，完善高校二级学院内部治理结构需进一步厘清党政教之间的基本权责，坚持以党政联席会为主导的决策制度；完善以教授委员会为载体的学术决策体制；建立以教职工、学生代表大会为核心的监督机制。

the secondary college is a typical stakeholder organization,improving the internal structure of the secondary college should clarify the relationship between the Party and the administration of the secondary college；insist on the party-government decision-making system system;improving the academic decision system that professors as carriers;established the specific responsibility system,the core is the faculty and student congress.
