地方本科院校转型是政府、高校和社会的共同诉求，是一个长期的过程，需要满足一系列的内外部条件。其中转型的必要条件是政府的政策支持和制度保障：包括完善宏观调控职能，建立分类评价机制，健全法律和制度保障；转型的重要条件是社会力量的积极参与和支持：包括市场机制的建立、用人单位的积极参与和社会评价的介入；转型的充要条件是高校自身的自觉回应和调整：包括大学文化的引领、路径依赖的破解和体制机制的创新。

The transformation of local colleges and universities is the common demand of the government, universities and society, and it is a long-term process, which needs to meet a series of internal and external conditions. One of the necessary conditions for the transformation of policy support and protection system of Government: perfect the macro-control function, establish evaluation mechanism, improve the legal and institutional guarantee; an important condition of transition is the active participation and support of social forces, including the establishment of market mechanism, and actively participate in social evaluation units of the necessary and sufficient conditions for intervention; the transformation is the University's own conscious response and adjustment: Innovation of university culture, including on leading path and mechanism of crack.
