异地高考问题是近年来出现的重大教育难题之一，主要是解决农民工随迁子女就地参加高考的教育诉求。从2008年至今，相关的异地高考政策不断出台，到2013年初各地更是出台了具体的异地高考方案。对这些方案加以分析后，不难发现这些方案并没有能很好地实现其初衷。异地高考作为公共事物的一部分，本文运用公共池塘资源治理理论将其纳入分析框架内，认为要解决异地高考问题，在异地高考制度的承诺与监督上应清晰确定制度的边界，使占用和供应规则与当地条件保持一致，尊重集体选择的安排，并进行良好监督。

The different place of the college entrance exam is one of the important problems in recent years, mainly to solve the problems of migrant workers in the local college entrance examination of the education demands. From 2008 to date, the relevant off-site entrance policy continues to introduce, to the beginning of the year is the introduction of specific foreign college entrance examination program in 2013. After analysis of these schemes, it is not difficult to find that these solutions are not very good. As a part of the public affairs, the paper applies the theory of public pond resource management to solve the problem of college entrance examination. The boundary of the system should be clearly defined on the commitment and supervision of different place of the college entrance examination system.
