在日本的高等教育中，私立高等教育在高等教育中占有重要地位，为日本高等教育的发展作出了重要贡献。然而日本私立高等教育的也经过了曲折的过程，政府最初对私立高等教育发展的限制，到战后政府改变了对私立高等教育的理念，认识到私立高等教育的公益性，逐步对私立高等教育从立法保护、财政资助到教育评价体系的构建来保障日本高等教育的质量。 目前我国的民办高等教育虽然有了较大的发展，但我国民办高等教育无论是在办学层次、质量还是美誉度方面都处在一个初级阶段。因此，借鉴日本私立高等教育的特点，特别是其中有关私立高等教育的立法、私立

As an important composition of Japan’s higher education，private higher education has contributed a lot to the popularization of higher education but also gone through a tortuous process of development–from the original restrictions of the government，the post-war shift of ideology and recognition of private higher education as public welfare to the gradual establishment of protective legislation，the governmental financial aid and the construction of evaluating system so as to guarantee the quality of education. Much progress as private higher education in China has achieved at present，it is still on a preliminary stage both in quality and reputation. Therefore，it is important to draw lessons from Japan’s private higher education，especially the related legislation the funding sources，the administration mechanism，which will help to promote the development and improve the quality of China’s private higher education.
