摘要/Abstract

现代大学普遍存在两种权力，学术权力和行政权力。这两种权力本应在大学里各就其位、各司其职、相互协调、相互包容，以为大学发展服务。然而现实情况是大学里普遍存在学术权力弱化、行政权力泛化等权力失衡现象，这严重地阻碍了现代大学的正常发展。因此，有必要采取一定的措施使这两种权力相互制衡以实现分工明确，从而达到行政效率和学术自由的目的。

there are two kinds of powers of modern Universityacademic power and administrative power. Both of these powers should be in College, are all in place and perform its function ,harmony and mutual tolerance, for University development service.However reality is prevalent in College weakening academic power and administrative power generalization, such as power imbalances, seriously hampering the normal development of the modern University. Therefore, certain measures are necessary to make these two powers of checks and balances in order to achieve a clear division of labor, so as to achieve its purpose of administrative and academic freedom.
