2009年4月1日我国正式启动全国中小学校舍安全工程。通过对中小学校舍安全工程政策的多源流分析可以看到，基本理念缺乏，校舍安全事故频发、政府财政投入体制不健全，校舍安全建设无保障、有关校舍安全政策文件反复出台，但成效甚微形成了中小学校舍安全工程政策的问题源流；政府、专家、学者三方的对校舍安全政策的建议是中小学校舍安全工程政策的政策源流；国民对保证中小学安全的强烈诉求和执政党和政府以人为本，执政为民的执政理念形成了中小学校舍安全工程政策的政治源流。2008年汶川大地震事件，引发了社会各界对中小学校舍安全的关

Our government launched the national program to ensure the safety of primary and secondary school buildings on April 1, 2009.Through the multiple-streams analysis of the program.The lack of basic concept, the frequently-occuring accidents, the imperfect of government’s financial input system, the insecurity in building’s safety construction and the less effective of relevant document has formed the problem stream. The policy stream is the proposals of government, experts and scholars. The political stream is the attention of citizens and government.The Wenchuan earthquake in 2008 caused wide public concern about the safety of primary and middle school buildings.This major event gathered three streams together and prompted national program to ensure the safety of primary and secondary school buildings.
