摘要/Abstract

保障中外合作办学质量，应充分发挥政府的主导作用、社会的积极作用和办学机构的基础作用，努力构建起政府质量监控、社会质量调节和办学机构质量管理三者有机结合、“三位一体”的质量保障体系。政府要强化法律规范、行政审批、政策调控和评估评价；社会应加强市场经济引导、社会舆论监督和社会中介组织评价；办学机构应着力从决策管理、过程控制、评价督查和反馈调节等方面来保障教育质量。

In order to guarantee the quality of sino-foreign cooperationin running schools, we should give the full role of leading by government, play the positive role of society and the fundamental role of education institution, strive to build up the 'three to one' quality assurance system, which system realize the organic combination of quality monitoring by government, quality regulation by society and quality management by education institution. The government should strengthen legal norms, administrative examination and approval, policy regulation and evaluation; society should strengthen the guide of market economy, social supervision by public opinion and social intermediary organization evaluation; education institution should pay attention to decision-making management, process control, evaluation and feedback in order to ensure the quality of education.
