摘要/Abstract

本文研究了美国、澳大利亚、德国、加拿大等联邦制国家、苏联及单一制国家，如日本、英国、法国、韩国等国以及我国的图书馆体制。在对各国体制分析比较的基础上，提出了我国图书馆体制改革建议，认为：健全制度法律体系是根本，它可以保障事权责任的清晰、信息权利的平等和监督、管理的高效。

This paper analyzed the library systems in federal countries like the united states, Australia, Germany and Canada, in the Soviet Union and the unitary states such as Japan, Britain, France, Korea and China. On the basis of the analysis and comparison of the library management systems in different countries, the author put forward the proposals of the library system reforms in China, that is strengthening the legal system is the root, it can protect the clearness of the affair rights, the equality and supervision of the information rights and the efficiency of the management.
