关怀是人的基本道德需要，是人在一定情境下产生的道德情感。它体现了主体间的一种伦理关系。在关怀弱势群体已经达成共识的今天，弱势群体关怀的核心是伦理问题，即“如何关怀”的问题。但在弱势群体关怀实践中，从理念设计到制度安排，从主体关系到组织程序都不同程度存在伦理失范问题，值得伦理审视与反思。和谐社会发展的今天，必须通过物质帮助、制度伦理保障以及教育支持等策略对弱势群体进行伦理关怀。
