摘要/Abstract
人才概念反映着人才工作的理念、内涵和指导思想,是人才资源开发与管理的基础和前提。确立科学的人才概念——树立科学的人才观,是实施“人才强国战略”的重要基础环节。用实践反观理论,此文认为:在一定范围内,具有相当的素质从而在一定条件下能够为组织生存或发展做出积极贡献的人,叫做这一范围内该组织所需要的人才,简称为人才。
The concept of talented person, which is the foundation and the premise of the human resources development and management, reflects the idea, the connotation and the guiding principle of the talented person works. Establishing a scientific concept of talent - to set up a scientific conception of talented person, is an important basis link to implement 'the Strategy of Talented Persons Powering the Nation'. Reviewing the theory with the practice, this article argues that: In a certain range, the person who has the considerable quality, and based on this he is able to make some positive contribution to the survival or development of the organization under certain conditions, is called the talented person who the organization needs in this scope, shortly called talented person.
