盈利性的商业保险为公共性的新农合提供管理服务是社会保障效率性原则的要求，体现了社会保障私有化向医疗保险领域的延伸。而且，根据Markowitz的E-V(均值-方差)模型，保险公司参与新农合表面看来是“赔本赚吆喝”，实际上优化了投资组合，提高了获利机会，是理性的投资决策。
his paper deals with the research on the innovation of manager in the New Rural Cooperative Medical System.
