Professional quality is related to the role completion, value realization and career development of practitioners. New era endows college counselors with new connotation of professional quality. The model construction of new-era college counselors’ professional quality must be based on the important discourse spirit about education by President Xi Jinping, take morality and virtue education as the logical starting point, professional ethics, knowledge and abilities as the core  elements, “three-type and three-layer” of training content as the supporting system to form a closed loop of supply and demand to stimulate the endogenous power of counselors, which  is more contemporary and scientific.
